    1. Heat the vegetable oil in a large pot or Dutch oven over medium heat. Add the ground beef and cook until browned, breaking it up into crumbles with a spoon. Remove any excess fat.

    2. Add the diced onion, minced garlic, and diced bell pepper to the pot. Cook for about 5 minutes, or until the vegetables have softened.

    3. Stir in the tomato paste, chili powder, ground cumin, paprika, oregano, and cayenne pepper (if using). Cook for an additional 2 minutes, stirring constantly to coat the meat and vegetables with the spices.
